ci: The deployer image must run as the build user
The helm repository cache is beneath the user directory. The easiest way
to retain this between the image build and the CI job is to use
runs.insecurely.

Your GitLab account gets automatically approved within one hour if you are a member of Trusted Contributors in Gerrit, or a member of the Trusted-Contributors group in Phabricator and linked your Developer account to your Phabricator account.
