Version bump refinery-job in webrequest_analysis to enable instrumentation in introduced in https://gerrit.wikimedia.org/r/c/analytics/refinery/source/+/1019867

Add a new data analyzer dag to compute quality metrics on actor signature data.

These metrics are reported to assist the migration (by tracking possible regression) to HAProxy.
